I came across with New Metalink URL, Its really mass improvement from its old looks. Just try this

Hi Sundeep,
That's the Oracle Configuration manager or Software Configuration Manager URL. You can reach it by clicking on the Software Configuration manager tab in metalink.
The new metalink is actually available on https://metalink3.oracle.com. It is currently available only to Siebel customers.
